Census 2020: Our Community Counts. Our Community Belongs. 

The Trump Administration continues its endless attack on our immigrant community. President Trump’s latest Executive Order attempting to exclude undocumented immigrants from the 2020 Census numbers used to divide up seats in the U.S. House of Representatives is unconstitutional, unfeasible, and immoral. 

The Constitution gives Congress the power to certify the number of representatives allotted to each state. Furthermore, the 14th Amendment mandates that representatives are apportioned by counting “the whole number of persons in each state. The Constitution does not give the President the authority to decide who is counted or how to determine the number of representatives each state receives.  

In addition to being unconstitutional, this Executive Order is not implementableThe Supreme Court struck down the citizenship question, and the released 2020 Census questionnaire does not ask about citizenship status. Because the Census Bureau inot collecting data on immigration status, the final Census numbers cannot determine how many undocumented immigrants live in each Census tract.  

The Trump Administration’s continued attempts to weaponize the Census are a political ploy to undermine our most undercounted communities and erode trust in our democratic institutions. The County of Alameda strongly encourages everyone to respond to the 2020 Census and help ensure our community receives its fair share of political representation. Immigrant and refugee communities, regardless of immigration status, deserve to be counted and help shape the future of our country.

You have the right to be counted and take part in this fundamental democratic process. 


Ways to Complete Census 2020

Due to COVID-19, the deadline to complete the Census 2020 survey has been extended to October 31, 2020. There are three ways to respond the Census – online, by phone, or by mail. 

Online: Visit my2020census.gov using the code the US Census Bureau sent in March. If you did not receive a code, you can still fill out the Census questionnaire online 

Phone: If you are unable to complete the Census online, you can also respond by telephone using the numbers below. For additional support, visit the Census Bureau’s “Responding by Phone page: 

Mail: In mid-April, the Census Bureau began mailing paper questionnaires to homes that have not yet responded online or by phone. Return your completed Census questionnaire in the enclosed return envelope. For more information, including tips on how to confirm the Census questionnaire you received is legitimate, visit the Responding by Mail page.

The Alameda County Health Care Services Agency (HCSA) and the Alameda County Public Health Department ‘s (ACPHD) COVID-19 Strategy is available onlineThe COVID-19 strategy document outlines the key components of HCSA’s objectives and strategies to achieve our goal to stop the spread of COVID-19 in Alameda County. This document will be updated as Alameda County’s strategy adapts to addressing new COVID-19 data and information. 

Financial Support Resources for Low-Income Workers 

The COVID-19 pandemic has negatively impacted the Alameda County workforce, many of whom were already struggling to make ends meet. The temporary and permanent layoffs, and reduced wages and salaries have made it even harder for our low-income workers and their families to make ends meet.  

For income eligible workers who have lost income due to the COVID-19 pandemic, the Alameda County Workforce Development Board can help cover some of the costs for utility bills, housing, childcare, or work-related needs for tools and technology. Please contact your nearest Career Service Provider for more information or to apply.

la 
pandemia de COVID-19 

The California Department of Public Health-Office of Binational Border Health, in collaboration with the US Department of Labor-Wages and Hours Division, CalOSHA, and Maternal and Child Health Access, are hosting an online workshop for employees to learn about their health, safety and labor rights during the COVID-19 pandemic. The workshop will be held in Spanish on Tuesday, August 4, 2020 from 5 PM-6 PM. The workshop’s target audience will include workers in the agriculture, service and hospitality, construction, and low-wage industries.  

Los invito al taller "Conozca sus derechos durante la pandemia de COVID-19programado para el martes 4 de agosto de 2020 de 5:00pm hasta 6:00pm (PST). La Oficina de Salud Fronteriza Binacional-Departamento de Salud Pública de Californiaen colaboración con el Departamento de Trabajo en la Red, Sección de Horas y SueldosCalOSHA, y el Acceso a la Salud Materna e Infantilestán organizando un taller en línea para que los empleados obtengan información sobre sus derechos de salud, seguridad y  laborales durante la pandemia de COVID-19. La audencia para este taller incluirá a trabajadores en las industrias de agricultura, servicios, hotelería y turismo,  construcción y las industrias de salarios bajos. El taller se llevará a cabo en español y por medio de la plataforma Zoom. No se requiere inscripción previa.

Testing for COVID-19 in Alameda County 

In partnership with community partners, ACPHD is operating free COVID-19 testing locations throughout the county. 

Testing is free and available to anyone with or without symptoms at all community testing sites in Alameda County, and is highly recommended for health care, front line, or essential workers and anyone who attended protests or other large public gatherings.

You will not be asked about immigration status and do not need insurance at any of these locations.

Alameda County Care Connect has provided the community with a COVID-19 Rapid Response Resource Guide, which will be updated on a weekly basis. This document provides information on numerous services available from local, state, and federal government agencies, public transportation agencies, and utility companies. 


Food Access Resources

  • Alameda County Community Food Bank (ACCFB): ACCFB’s helpline can help connect you to a source for groceries or a hot meal today. Call the helpline at 1-800-870-FOOD (3663) or 1-510-635-3663. The helpline is available in multiple languages and operates Monday-Friday, 9 AM-4 PM. You can also visit FoodNow.net for an online directory of food distribution sites near you. 
  • School Meals: The Alameda County Office of Education (ACOE) maintains a list of school districts in Alameda County that offer free meals to families who have children enrolled in the district’s schools. Visit ACOE’s “Meal Service by District” page for more information on your child’s school district. 

Resources for Immigrant Communities

  • Oakland Undocumented Relief (OUR) Fund: Offers financial support for immigrant Oaklanders who have lost income due to COVID-19. To apply for or donate to OUR Fund, visit Centro Legal’s website
  • Legal Aid at Work (Ayuda Legal Laboral) Resource Guide: offers a list of financial services available to undocumented workers in California who have been impacted by COVID-19. This resource guide is updated on a weekly basis and is available in English, Spanish, and Chinese. 
  • Immigrants Rising resource guide provides a list of resources available for undocumented immigrants. Recursos para inmigrantes sobre COVID-19 en español—utilice este enlace
  • California Immigrant Policy Center’s (CPIC) COVID-19 Resource Guide provides information on accessing health care, obtaining information on COVID-19 in multiple languages, economic resources, and information on immigration rights.  

Public Comment Procedures for Board of Supervisors Meetings During Shelter in Place

Procedures for Board of Supervisors meetings are subject to change to improve videoconferencing tools. Please check the Board of Supervisors' website for the most up-to-date guidelines.

The Alameda County Board of Supervisors will continue to conduct essential government business at our regularly scheduled Board meetings.

While in-person participation is limited to essential personnel, we are committed to providing the public with live broadcast and remote opportunities to participate in public comment during the Shelter in Place order. The following guidelines allow for public participation in Board meetings while following safe social distancing practices:

Remote Viewing/Listening:
Members of the public who wish to watch the Board of Supervisors meetings, are encouraged to view the live stream online at: 
http://acgov.org/board/broadcast.htm.

We recommend against using Internet Explorer to view the meetings. We recommend using Google Chrome or other browsers to view the meetings.

Public Comment via Teleconference:
Members of the public may address the Board of Supervisors on a matter on the agenda or during the Public Input portion of the meeting on a matter not on the agenda but is an issue within the Board’s subject matter jurisdiction.
